I rise to speak on the Building and Construction Industry (Improving Productivity) Bill 2013. I comment first on the name of the bill—'improving productivity'. We know that this bill is not tackling the key issues that are required to improve productivity. This bill is basically an attack on unions. The ABCC has been hanging over this parliament for the whole 2½ years that I have been here. It has been the subject of a lot of debate.

In the case of the MV Portland and the Federal Court findings, I understand that the Federal Court found that the minister did not follow the requirements of the Coastal Trading Act in that particular instance, despite finding in favour of the minister, so am I correct in characterising the court's findings in that way?

The Greens have said that if access to the secretive sixth volume of the Royal Commission into Trade Union Corruption is given to crossbench senators, it should be available to all Members of Parliament.

“The Commission has already been politicised enough. It shouldn’t now be used by the Liberals and Nationals as a political plaything to try and woo the crossbench,” said Senator Janet Rice.

The Greens have condemned the actions of Alcoa in removing the crew off the MV Portland in the middle of the night.

“This is a callous and cold-hearted response from Alcoa, aided and abetted by the Coalition government,” said the Australian Greens transport spokesperson Senator Janet Rice.
